Over 30 farm leaders in UP receive legal notice on 'lawful behaviour'

Farmers and social activists in Western UP complained of police intimidation and high-handedness after legal notices were sent to over 30 farm leaders in the last 48 hours during the ongoing agitation against the three "black laws". Most of them have been asked to sign a surety bond promising “lawful behaviour” under CrPC 107/116 [breach of peace].

On Thursday night, social activist Savitri Chahar was issued notice under CrPC 149 [police to prevent cognizable offence] warning her to stay away from the protest. The notice issued by Malpura SHO mentions that FIR will be registered and her property can be seized.

Chahar, 50, hails from Dhanoli village of Agra district and is a mother of two. She had raised local issues with the district administration in the past and is known for organising protests involving women.
“The cops are threatening me and my family with legal action. They have asked me to stay away from the farmers` protest. I will continue to hold public meetings against the three farm laws. I am not afraid of the consequences," said Chahar.

Shyam Singh Chahar, 48, an anti-corruption crusader, was also served with a show-cause notice to "sign a bond promising lawful behaviour for a year against a surety of Rs 5 lakh".
Several farmers alleged police forcibly took their signature on papers without providing any copy. They were asked to report before a local court.

When contacted, Agra region president of Bharatiya Kisan Union, Gajendra Singh Parihar, said, “In the last two days, over 30 farm leaders of Agra region have received notice from police and local administration. The purpose of the entire exercise is to spread fear among farmers so that they do not indulge in protest. Farmers are united and not scared of prison.”
