No proper arrangement was put in place to manage the crowd.The situation started an hour before Akhilesh arrived. The crowd, in an attempt to have a glimpse of Akhilesh, initially tried get close to the barricade that separated the venue from the designated landing space for the helicopter. The security apparatus put in place failed to manage the mob which aggressively inched closer towards the dais.All hell broke loose when Akhiesh's chopper was spotted in the air. People also stood on the barricades to have a proper glimpse of the CM. Several elderly people were caught in the commotion which was a step short of stampede.And, while Akhiesh was addressing the gathering, another set of unruly crowd broke the barricades that separated the space for media, with people stepping on equipment and other accessories of journalists and media personnel. "There was absolutely no arrangement to control the crowd. The cops on duty were nowhere to be seen," said a journalist.Speaking to TOI, superintendent of police (rural) Yamuna Prasad said, "We had adequate arrangements in place which took care of the helipad and main 'D' block that separated the crowd from the stage. Crowd management is a prerogative of the organisers but still we made sure that the situation didn't take any ugly turn."
