Urban job scheme can be a money-spinner

After working for 10 days under the civic body, they will start getting training in their area of interest. The Congress government is rolling out the scheme as part of its mission to empower the youth. Initially, it appeared that the cash-strapped government would have to incur huge expenses for the scheme. CM Nath had pointed out that there is no MNREGAtype scheme for urban youth to give them guaranteed work and income, but such a scheme needs to be tailormade for urban needs.The target is to cover at least 6 lakh youths a year in three phases, which means 2 lakh every four months.

BHOPAL: The Kamal Nath government is designing the 100-day urban job guarantee scheme — a first in the country — in such a manner that the administration will not only recover the costs but also make money.The revenue model of Yuva Swabhiman Yojana — under which municipal bodies will employ youths for 100 days each a year — aims to make their work productive so that it rakes in more than the Rs 13,300 stipend paid to them sources told TOI. The Congress government is rolling out the scheme as part of its mission to empower the youth. CM Nath had pointed out that there is no MNREGAtype scheme for urban youth to give them guaranteed work and income, but such a scheme needs to be tailormade for urban needs.The target is to cover at least 6 lakh youths a year in three phases, which means 2 lakh every four months. Beneficiaries will be given work by civic bodies and will undergo skills training simultaneously. Initially, it appeared that the cash-strapped government would have to incur huge expenses for the scheme. But it will turn the other way round if the government plan works out.Sources told TOI that the plan is to rope in beneficiaries in identifying property tax , evaders and to measure the size of properties to calculate whether the tax paid to the civic body is correct. They will also be used identify properties that are registered as residential but are into commercial activities.The beneficiaries may also be asked to collect license fees from shops and rent of government properties; a few may conduct surveys for municipal body or get absorbed in waterworks department to generate revenue, officials said.Beneficiaries can give three options of what they want to do — according to their education and aptitude. After working for 10 days under the civic body, they will start getting training in their area of interest. They will have to put in four hours of work a day for the civic body — for which they will be paid a stipend — and train for the rest of the day. As per the arrangement, 90% of the stipend will be paid by the state government and 10% will be given by the civic bodies. After 90 days of training, beneficiaries can be absorbed in different jobs or the civic body.
