PSPCL warning to developers of approved colonies in Ludhiana

Ludhiana December 8Punjab State Power Corporation Limited (PSPCL) has issued a stern warning to the developers of approved colonies (under PAPRA 1995) against the unauthorised use of electricity (UUE) for common services in their colonies which it said was tantamount to the theft of electricity adding that power connections in such colonies were liable to be disconnected. “By the use of power supply in colonies for the load of common services the developers are indulging in power theft and on detection of such cases the electricity supply of common services is disconnected by the PSPCL which causes avoidable hardship to the residents of these colonies” the memo observed. Issuing fresh guidelines the PSPCL has now directed the officials of the distribution wing to ensure that the power supply connection for water was issued first of all in all approved colonies before the release of any other connection in such colonies. The officials concerned have also been directed to duly record the status of the connections of the water supply on A & A form which would be submitted by any resident for getting electricity connection in that colony. The PSPCL has also conveyed that all existing approved colonies would be checked by the DS (distribution wing) or enforcement organisations to ascertain whether these colonies had obtained separate common services connections for the STPs street-lights and water supply.

In an office memo (849-54 dated December 4 2020) the PSPCL Chief Engineer/Commercial has said that it had been observed that some developers or builders – after taking NOC for their licensed colonies fail to apply for electricity connections for common services like sewage treatment plant (STP) streetlights lifts and water supply etc. “By the use of power supply in colonies for the load of common services the developers are indulging in power theft and on detection of such cases the electricity supply of common services is disconnected by the PSPCL which causes avoidable hardship to the residents of these colonies” the memo observed. Issuing fresh guidelines the PSPCL has now directed the officials of the distribution wing to ensure that the power supply connection for water was issued first of all in all approved colonies before the release of any other connection in such colonies. It has been made mandatory for the Assistant Engineer concerned or Assistant Executive Engineer (DS) to personally visit the site of such colonies or complexes before the release of the first electricity connection to ensure that no theft was taking place for the supply of any of the common services on the premises of these colonies or complexes. The officials concerned have also been directed to duly record the status of the connections of the water supply on A & A form which would be submitted by any resident for getting electricity connection in that colony. The PSPCL has also conveyed that all existing approved colonies would be checked by the DS (distribution wing) or enforcement organisations to ascertain whether these colonies had obtained separate common services connections for the STPs street-lights and water supply. — OC
