Verdict soon on tea-break doc who dumped tubectomy camp, probe over

Nagpur: The panel set up by district health office has completed its inquiry against Dr Tejram Bhalavi, the surgeon who left a tubectomy camp mid-way for a tea break for four hours at Khat primary health centre, close to Nagpur, on November 3.All the eight beneficiaries, operated upon by Dr Bhalavi were discharged last week, officials said.The family planning operations is part of the Centres flagship programme and performed by accredited medical officers at both rural hospitals and PHCs.Dr Bhalavi is posted at rural hospital in Parseoni, around 50km away from Khat.Rural hospitals fall under civil surgeon while PHCs come under the district health officer. As the number of accredited tubectomy surgeons is less, those from rural hospitals respond to requests from PHCs to conduct family planning camps. The inquiry report has been submitted to zilla parishad CEO Saumya Sharma, who refused to divulge details for confidentiality. She promised action as per the recommendations of the panel. I have also issued an order to streamline camps to avoid repetition of such incidents in future, she said.The panel recorded statements of the staff and the surgeon, who claimed he was diabetic and went out for tea after a hypoglycemic attack around 2.30pm. He had returned to the PHC at 7pm after restive villagers alerted district officials. Locals had claimed that the doctor displayed uneasiness and drove down to Nagpur, leaving patients in the lurch.Eight tubectomies were scheduled at the camp on November 3. Dr Bhalavi had successfully performed four while the rest were lined up with the administration of local anaesthesia but he allegedly left the camp, as per initial reports.Bhalavi claimed to have reached the camp after completing an overnight duty at the rural hospital while he was not given refreshments at the PHC despite being a diabetic. Sources said the panel has suggested better coordination between PHC medical officer, taluka health officer and visting surgeons.
