Twin bins spewing twin troubles for Nagpurians

Nagpur: A twin bin at Khamla is spilling out the waste, while another installed on Rabindranath Tagore Road in Civil Lines was found damaged.Twin litter bins across the city are turning out to be either garbage vulnerable points or being targets of vandals. Hundreds of bins have either been stolen or damaged in last few months, admitted a senior official from NMCs solid waste management department.Early this year, the NMC had purchased 2,400 litter bins (of 100 litre capacity each), at a cost of Rs18,450 a pair.The NMC had spent Rs2.21 crore. Even the smart and sustainable city development corporation too had installed 200 smart bins by spending Rs2 crore.The twin-litter bins were installed to promote waste segregation. Sadly, a pathetic civic sense has foiled the NMCs effort for a clean city. Though these bins have been targeted by vandals, there hasnt been much effort on part of the Nagpurians to use the facility judiciously, the official pointed out. A survey by TOI revealed that dust bins on major roads, including West High Court Road and East High Court road, Khamla, Sakkardara, Kalamna Ring Road have been pulled down and as a result, garbage is found strewn all over the place.At many places across the city these bins have been damaged soon after they were installed, a sanitary worker pointed out.Sanitary workers, with whom TOI spoke to, said the space where twin bins were installed turned into black spots and garbage is found strewn all over such places. They also claimed that these bins have turned into dumping ground for roadside vendors. The places where vendors are more, bins installed in such locations were either damaged or can be spotted overflowing with waste.It was not the first time that the NMC had installed litter bins across the city. In 2017, it had installed 1,200 twin bins at marketplaces after spending Rs2 crore. The mechanism in these bins enabled them to be tilted for the contents to be emptied into a collection vehicle. Despite this, it was experienced that garbage dumped in these bins was seldom cleared. Slowly, these bins were either damaged, burnt or stolen.According to civic activist Leena Buddhe, the major reason for damage to twin bins is its design. It is cumbersome for sanitary workers engaged in lifting the garbage to empty these bins, this is what she noticed. She also pointed out that these bins are being used by roadside vendors. NMC should penalise them for damage to these bins, which were installed for pedestrians to educate the citizens regarding segregation of dry and wet wastes.
