File fresh affidavit on vacant posts, Himachal Pradesh high court tells HPPSC

SHIMLA: While hearing a matter related to vacancies in education and health departments, the Himachal Pradesh high court has directed the Himachal Pradesh Public Service Commission (HPPSC) secretary to file a fresh status report, giving a brief time schedule to fill posts for which requisition has been received from the education department. These are to be filed on the next date of hearing. It goes without saying that when there are requisitions from different departments, recruiting agency has to evolve a uniform criteria of prioritization of the recruitment process, the court said, adding that there should not be any doubt that the education and health departments must be given a priority over other departments in recruitments. The report should also give the time schedule for the recruitment of para-medical staff.While hearing the matter on Monday, a division bench of Chief Justice Surya Kant and Justice Ajay Mohan Goel urged HPPSC to request the state government to spare some staff of other departments for deployment on deputation basis if it has shortage of manpower. "Services of teachers and para-medical staff are mandatory not only to protect the human rights but also to guarantee fundamental rights under Article 21 of the Constitution," the division bench observed.Referring to the affidavit filed by the secretary (education), the court directed that the process to fill up posts by promotion or through ex-servicemen cell, handicapped cell and sports cell, be expedited and status report from each obtained and appended with the common status report.
